Raytheon Global Security Services (GSS) is seeking a Senior Manager of Cybersecurity Programs to provide regional-level leadership, governance, and strategic oversight of cybersecurity programs supporting classified and regulated business environments.

In this role, you will serve as a senior leader responsible for the direction, integration, and performance of cybersecurity programs across multiple Strategic Business Units (SBUs) within a region. You will lead and empower a team of cybersecurity leaders, including ISSMs and ISSOs, while ensuring alignment between business objectives, regulatory obligations, customer requirements, and enterprise risk tolerance.

You will advise program leadership on cybersecurity risk, opportunity, and posture. This role requires regular engagement with Cognizant Security Agencies (CSAs), program leadership, and external stakeholders, as well as close collaboration with cross-functional groups (Digital Technology, Engineering, Networking, etc.)  to drive alignment with business strategy.

The successful candidate will demonstrate executive leadership presence, the ability to lead across complex cross-functional organizations, and a proven record of driving accountability, execution excellence, and mission success while role-modeling RTX values and leadership behaviors.

This position is 100% onsite in Tucson, Arizona.

What You Will Do

  • Provide senior leadership and governance for cybersecurity programs across multiple SBUs within the regional area of responsibility (AOR).
  • Owns the development and execution of a comprehensive cybersecurity compliance strategy for AOR and ensures cybersecurity initiatives align with business priorities, customer commitments, and risk tolerance.
  • Serve as a senior advisor to program leadership on cybersecurity program health, risk posture, and strategic tradeoffs.
  • Direct and empower subordinate cybersecurity leaders (Site ISSMs & Program ISSMs) responsible for execution and day-to-day operations.
  • Implement, execute and enforce cybersecurity program policies, standards, and operating models.
  • Balance and reconcile business objectives, regulatory requirements, and customer needs through risk-based decision-making within your region.
  • Lead engagement with Cognizant Security Agencies,  and U.S. Government representatives, including negotiation of requirements and resolution of program-level risks within your region.
  • Oversees the collection and reporting of operational performance and information system metrics as required (e.g., monthly metrics, data calls, burn down).
  • Enforces the use of business unit level repositories (e.g., RCAST, eMASS) and ensures accuracy and reliability of data.
  • Enforces the implementation and sustainment of consistent Raytheon incident response actions (e.g., Comprehensive Incident Response Plan (CIRP).
  • Ensure consistent communication and alignment across the GSS Cybersecurity organization and functional partners.
  • Champion leadership development, workforce planning, and succession strategies within the cybersecurity program organization.
  • Represent cybersecurity programs in interdepartmental and enterprise governance forums.
  • Travel up to 10% as required to support enterprise and government engagements.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
  • Experience in Cybersecurity, Information Assurance, and/or Risk Management.
  • Experience providing senior level leadership for cybersecurity programs or portfolios.
  • Experience with budget planning and resource allocation, for cybersecurity initiatives.
  • Experience overseeing Assessment & Authorization (A&A) activities and interacting with Authorizing Officials.
  • The ability to obtain and maintain a U.S. government issued security clearance prior to start is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Strong working knowledge of RMF, DAAG, JSIG, NISPOM, ICD-503, and related regulatory frameworks.
  • Ability to influence and collaborate across complex, matrixed organizations and external stakeholders.
  • PMP or equivalent program/portfolio leadership experience.
  • Experience operating in classified, cross-domain, and highly regulated environments.
  • Demonstrated success representing organizations in senior-level engagements with CSAs, AOs, DAOs, and government oversight bodies.
  • Experience aligning cybersecurity programs with business transformation, modernization, or digital initiatives.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
