WorkCover Queensland
Government-owned Queensland workers' compensation insurer operating claims, policy administration, and billing systems alongside digital self-service platforms for injured workers, employers, and providers.
WorkCover Queensland is the state's main government-owned, self-funded workers' compensation insurer, established under the Workers' Compensation and Rehabilitation Act 2003. Its mandate is broad by design: Queensland employers generally must hold a WorkCover accident insurance policy unless they're approved as self-insurers, which means the organization's systems touch nearly every employer in the state - along with the injured workers, medical practitioners, and allied health providers entangled in their claims.
The threat model follows the data. Claims files carry health and injury information; policy administration carries employer financials; billing and remittance systems move money between insurers, employers, and service providers. The technical surface spans four domains: digital self-service platforms, claims management systems, insurance policy administration, and billing and remittance systems. Three separate digital services sit on top of that stack, each with its own audience and its own trust boundary - Worker Assist lets injured workers exchange information and track claims, WorkCover Connect gives employers policy management plus claims and safety insights, and Provider Connect handles provider billing, invoices, and remittances. Segmenting three user populations across a single claims core is the interesting engineering problem here.
The operational context is not a growth-stage startup. WorkCover Queensland is a statutory insurer with a stated focus on fair, clear, understandable claims processes and a purpose that runs past claim settlement into rehabilitation and return-to-work outcomes. It works collaboratively across workers, employers, and clinicians while aiming to keep premiums low. Systems work here is measured against that: keeping sensitive claims and payment infrastructure dependable for a population that largely cannot opt out of dealing with it.
