SPA provides technology-enabled analytical solutions - systems engineering, operations research, data science, AI, and software and cloud engineering - for defense, intelligence, and homeland security programs.
Systems Planning and Analysis, Inc. (SPA) sells analytical work into some of the least forgiving customers in the business: defense, intelligence, and homeland security programs where the threat model is nation-state, the data is sensitive, and the analysis has to hold up under scrutiny. The Alexandria, Virginia-based firm has run that play for more than 50 years, growing to roughly 3,000 professionals across 32 office locations in the United States, United Kingdom, Germany, South Korea, and Australia. Personnel are cleared and technically experienced, and the work is deployed where the missions are, not only at headquarters.
The security-adjacent surface is concrete: threat analysis and risk management services sit alongside operations research, modeling and simulation, and strategic analysis and force design work for national security leaders. The rest of the stack is the tooling underneath it - data science, artificial intelligence, digital engineering, data visualization, and software development built for complex government missions. Deliverables are framed as objective insights, defensible strategies, and decision-ready products, which in practice means analysis that survives both technical review and policy review.
Engineering roles span systems engineering, software engineering, and cloud engineering, with program execution running across the whole lifecycle. The operating model pairs domain expertise with digital engineering practices: analysts, engineers, and mission staff working the same problems rather than throwing documents over a wall. For cybersecurity practitioners, the appeal is proximity - the analysis, the data pipeline, and the deployed software all touch systems where misjudging the adversary has real consequences, and the people doing the work are expected to be technically credible enough to defend their conclusions.
