Metropolitan St. Louis Sewer District

MSD is a public utility managing wastewater and stormwater infrastructure for the St. Louis region, including the multibillion-dollar Project Clear program.

Metropolitan St. Louis Sewer District (MSD) is the public utility behind wastewater and stormwater infrastructure across the St. Louis region. Created in 1954, it began operations in January 1956 by consolidating 79 separate sewer districts into one system, and it now manages the water environment work - wastewater management, stormwater management, water quality improvement, and infrastructure engineering - for an entire metro area in Missouri. For security practitioners, that is the definition of critical infrastructure: a utility whose failure modes are measured in public health and environmental impact, not quarterly uptime.

The long-running program is Project Clear, launched in 2012 under a consent decree agreement involving MSD, the U.S. Environmental Protection Agency, and the Missouri Coalition for the Environment. It is a multibillion-dollar, multi-decade effort spanning system improvements, stormwater projects, infrastructure investment, and community initiatives such as rainscaping grants. A program at that scale - long timelines, heavy contractor and vendor involvement, engineering-heavy systems - widens the attack surface well past the corporate network.

MSD describes itself as a mission-driven utility focused on protecting public health, safety, and the local water environment, with a stated vision of being a model public utility that helps build a thriving St. Louis region and a commitment to delivering essential services efficiently. Domain background in wastewater management, stormwater management, water quality improvement, infrastructure engineering, or civil and environmental engineering is the vocabulary the organization already speaks.
