Government-owned SPV under MeitY running India's Common Services Centres network - rural kiosks delivering banking, insurance, pension, healthcare, and government services digitally.
CSC e-Governance Services India Limited is a government-owned Special Purpose Vehicle under the Ministry of Electronics and Information Technology (MeitY), incorporated under the Companies Act, 1956 to implement and manage the Common Services Centres (CSC) scheme as part of the Digital India initiative. Its attack surface is unusually physical: a nationwide network of neighborhood kiosks across rural and remote India, each operated by a Village Level Entrepreneur (VLE) and delivering Government-to-Citizen (G2C) and Business-to-Citizen (B2C) services - banking, insurance, pensions, healthcare, education, and government service delivery.
The threat model follows the operating model. Endpoints are not a managed fleet in an office park; they are semi-independent kiosks handling financial and personal data at the last mile, staffed by grassroots entrepreneurs rather than trained IT operators. That makes identity and access, kiosk-side integrity, transaction fraud, and the handoff between local operators and central systems the domains where failure has real consequences for citizens who have few alternatives to these centers.
The organization's stated technical domains are e-governance, digital services delivery, digital infrastructure, financial technology, and digital inclusion. It operates with a mandate to bridge the digital divide and to create sustainable entrepreneurship opportunities at the grassroots level through the VLE model, and it works with government departments, financial institutions, and private sector partners across the service stack. The scale metric is coverage: presence across India, with a service delivery model built on physical centers rather than purely digital channels.
